The mystery of the disappearing internet

We are now living for >10 years in our lovely village, well-known for its ceramics, and the incompetence of one of the previous mayors (building a new library that cannot be used because it is built too close to the road; using an economic-impulse program from Spanish government for new projects for an already existing one; and extending a contract for the water company illegally and recklessly; all and all, probably this has cost us citizens, 3-4 million EUR, and more to come since the library needs to be taken down partially and rebuilt). Up til this year we have had some issues sometimes with the internet/telephone connection, but not seriously; there are more issues with electricity network (that often falls away, sometimes for 2 seconds, sometimes 5 minutes, sometimes 5 hours) or water (see above, no maintenance, so nothing unusual about pipes breaking down, and leaving parts or the whole village without water; or that the water is contaminated by fertilisers).

The new situation

Since end of June, the internet/telephone connection has been falling away several times, sometimes just a minute or two, but there are incidents of it being away for longer time:

PS. June 2020: The worst thing is, nothing is mentioned about what is causing it. The first time was affecting the whole village, the one of July 2 even affecting the whole area, which seems to indicate that a cable was hit; and no backup route seems to be available. 🤦🏻‍♂️
